Job Summary:

The purpose of this position is to act as the project engineer for asset improvement projects related to transmission pipelines and regulators stations. Responsibilities include technical support of MAOP validation, the review and approval of design deliverables provided by third-party engineering consultants, the development of flow interruption and hazardous operations procedures, and coordination with internal and external functional stakeholders to facilitate the on-time delivery of projects. These design activities include pipeline retrofits to facilitate in-line inspection, launcher/receiver design and regulator station design. This is a shared service provider role focused upon coordinating engineering and construction activities for optimal design, execution, and reporting. The role will have no direct reports and will report to the Engineering Lead of Integrity Verification.

Functional Expertise:

  • Develop technical procedures, projects, and engineering designs, by interacting with staff and performing quality reviews to ensure designs meet PHMSA, State, and Company standards

  • Follow established Asset Development Processes (ADP) to ensure meaningful structure exists to meet departmental and company objectives

  • Work to establish and organize the detailed historical records pertaining to gas system integrity

  • Track projects from concept through completion with responsibility for schedule and budget variances

Business Acumen:

  • Develop permanent records and evaluation processes to an established standard

  • Design engineering solutions that provide the most efficient and cost-effective long-term solutions for ongoing issues with the gas distribution and transmission systems

  • Follow manager’s guidance for developing roles and responsibilities for department and contractors

  • Ensure that applicable requirements and standards for reporting are followed

  • Assure compliance with Company policies & procedures

  • Identify and properly manage project risk

Engagement:

  • Collaborate with Construction Management, GIS and Asset Data Services, System Integrity and System Planning leaders to produce effective solutions and designs

  • Track project metrics to identify project risks

  • Identify and track scope changes per the Change Management process (e.g. adequately documented, impact analysis, approved, etc.)

  • Attend regular department and project meetings

Driving Results:

  • Provide scheduling and budgeting support to ensure that budgeted projects are constructed within budget year

  • Develop project execution plans

  • Support departmental O&M goals

  • Participate in scorecard process for contractors

Associate Engineer:

Education and Experience:

Required:

  • BA/BS in Engineering (Mechanical or Civil)

  • 1-2 years of progressive Engineering experience

Or

Equivalent academic education and experience

Skills:

  • Project Management

  • Ability to communicate with all levels in the organization

  • Computer Assisted Design/Geographic Information System - basic proficiency

  • MS Office - advanced proficiency

Certifications/Licenses:

• Preferred: Engineer in Training (E.I.T.)

Intermediate Engineer:

Education and Experience:

Required:

  • BA/BS in Engineering (Mechanical or Civil)

  • 2-3 years of progressive Engineering experience

Or

Equivalent academic education and experience

Skills:

  • Project Management

  • Ability to communicate with all levels in the organization

  • Ability to influence and persuade in decision making

  • Computer Assisted Design/Geographic Information System - intermediate proficiency

  • MS Office - advanced proficiency

Certifications/Licenses:

• Preferred: Engineer in Training (E.I.T.)

Engineer:

Education and Experience:

Required:

  • BA/BS in Engineering (Mechanical or Civil)

  • 5 years of progressive engineering experience in gas standards and materials, project engineering or construction management of natural gas or other pipeline facilities

  • 2 years familiarity and experience with Gas Safety regulations or utility pipeline construction practices

  • Completion of 1 engineering rotation

Or

Equivalent academic education and experience

Skills:

  • Project Management

  • Ability to communicate with all levels in the organization

  • Ability to influence and persuade in decision making.

  • Computer Assisted Design/Geographic Information System - intermediate proficiency

  • MS Office - advanced proficiency

Certifications/Licenses:

Sr. Engineer:

Education and Experience:

Required:

  • BA/BS in Engineering (Mechanical or Civil)

  • 7 years of progressive engineering experience in gas standards and materials, project engineering or construction management of natural gas or other pipeline facilities 2 years familiarity and experience with Gas Safety regulations or utility pipeline construction practices

  • Demonstrated success in multiple disciplines, i.e. – Design Engineering, Construction Operations, Cathodic Protection, Standards Development, PMO, DOT Relocations, Transmission Design, Project Management Leadership, etc.

Or

Equivalent academic education and experience

Skills:

  • Project Management

  • Ability to communicate with all levels in the organization

  • Ability to influence and persuade in decision making.

  • Computer Assisted Design/Geographic Information System - intermediate proficiency

  • MS Office - advanced proficiency

Certifications/Licenses:
